DOLE-NCR signs MOA with Valenzuela City on Single Entry Approach

The Department of Labor and Employment-National Capital Region signed a Memorandum of Agreement (MOA) with the Valenzuela City on the implementation of the Single Entry Approach (SEnA) in handling labor disputes.

 The Single Entry Approach (SEnA) prescribes a 30-day mandatory conciliation and mediation services for labor and employment cases, as mandated by DOLE’s Department Order No. 107, Series of 2010.  This was recently institutionalized in Valenzuela City through the signing of MOA between the Valenzuela City LGU represented by former Valenzuela City Councilor Fernando D. Padrinao on behalf of Valenzuela City Mayor Sherwin T. Gatchalian while  DOLE-NCR was represented by it regional director, Atty. Alan M. Macaraya.

 City Councilors Antonio R. Espiritu and Lorena Natividad-Borja, DOLE-CAMANAVA Field Office Director Andrea P. Cabansag, Valenzuela City Tripartite Industrial Peace Council (VCTIPC) President for the Management Sector, Mr. Peter T. Quintana and his Co-Officers, Officers of the Recruitment and Placement Agency Association (RPAA) of Valenzuela City, VCTIPC President for the Labor Sector Mr. Gerardo O. Mago and his Co-Officers, and Barangay Representatives, witnessed the MOA signing.

 “The MOA deputized Valenzuela City LGU to conduct conciliation-mediation to somehow lessen the work load DOLE-NCR CAMANAVA in resolving these labor cases,” said director Alan M. Macaraya.

 “On the other hand, the 30-day mandatory period must be strictly observed by Valenzuela City as we are creating another layer in the process. Conciliation and mediation is a profound process, persons handling it should be impartial and should always be impartial. ” said director Macaraya.

 For his part, former City Councilor Fernando D. Padrinao, Action Officer of the City’s Worker’s Affairs Office (WAO) expressed his deepest gratitude to DOLE-NCR in helping Valenzuela City in all facets relating to labor and employment.

“DOLE wants our city to be progressive and I believe that we can achieve progress through cooperation and willingness,” stressed Action Officer Padrinao.


            On September 27, 2008, Mayor Sherwin T. Gatchalian initiated the reactivation of the Valenzuela City Tripartite Industrial Peace Council (VCTIPC) through the City Worker’s Affairs Office (WAO) in cooperation with the Department of Labor and Employment (DOLE) to promote industrial peace and social harmony in the City.

On September 2010, the Valenzuela City government through the Workers Affairs Office in coordination with the National Conciliation and Mediation Board-NCR has conducted a three-day Comprehensive Conciliation-Mediation Workshop for the VCTIPC officers and members in Subic Park, Zambales.

Since then, the VCTIPC handled 241 complaints with 59% settlement rate, and assisted 4 companies and their counterpart labor unions to the prevention of strikes.

The implementation of SEnA has the following guiding principles: 1) Provision of speedy, impartial, inexpensive and accessible settlement services, and 2) Promotion of the use of conciliation/mediation as the primary mode in the settlement of all labor cases with only unresolved issues for referral to either voluntary arbitration, if both parties so agree, or compulsory arbitration to the National Labor Relation Commission (NLRC).

In particular the MOA contains, among others, the following:

The DOLE-NCR shall provide technical and training assistance to concerned personnel of the LGU to effectively implement the programs; conduct advocacy information and education activities to realize the objectives of the program such as, but not limited to, seminars; supervise and monitor the LGU implementation of SEnA program as provided for in Department Order No. 107, Series of 2010; and conduct quarterly assessment of the SEnA implementation and require the SEnA monthly report.

The LGU of Valenzuela City shall maintain a team of qualified officers of the Valenzuela City Tripartite Industrial Peace Council (VCTIPC) and personnel of the City Worker’s Affairs Office (WAO) who shall render conciliation and mediation services in labor disputes which are not yet filed with the DOLE-NCR and/or its attached agencies, under the SEnA as provided for in Department Order No. 107, Series of 2010; render assistance to DOLE-NCR in the performance of its functions (such as participation in or hosting of labor advocacy, education and training seminars) to accomplish the overall objective of maintaining industrial peace and promotion of workers protection and welfare in the workplace; and submit monthly report to DOLE-NCR thru the CAMANAVA Field Office on the accomplishment of SEnA.
